The Voice OS pack is not applied yet (RPCs missing) — apply db/2026-07-22_1140_poppy-voice-os-staged.sql + the 2043 addendum, then reload.
Outbound ring
The master switch is deliberately NOT flippable here — it is the DB row config.voice_outbound_enabled (Mike's call, VOS-6). Window, caps, and DNC are enforced server-side in mcp_voice_out_claim.

Generators enqueue consented calls daily (showings tomorrow, fresh leads) through the same gated queue. Switches are DB rows in config.voice_campaigns — dark until VOS-6 clears with Mike. Dedup ledger guarantees one call per showing/lead.
