Dead-weight & Orphan Sweep

Files that still ship but aren't used — duplicate/legacy snapshots, orphaned pages, JS loaded nowhere, stub redirects. Less shipped = faster loads, lower cost, smaller attack surface. Park them (never delete) via the Boneyard.

Park, never delete. Parking moves a file to the Boneyard with a ribbon its successor, fully reversible. Cold items (>90d) still need Mike's approval before any real delete, per the standing rule.
