Manage the live form library and e-signature pipeline that PURE apps render — templates, their fields, and signing settings. All data is live; edits are audited and admin-gated.

Live & audited. The form catalog reads pure_form_fields and signatures read pure_signatures directly — no demo data. Reads are public; every Save / Add / Delete requires an admin session and is enforced server-side. Controls marked backend pending await one generic setter RPC (filed to Code) before they persist.
